Facebook won't allow you to tag someone in a photo which has already got an oustanding tag request for the person in question, or the person has been tagged and then chosen to remove the tag from your photo. In this case, it sounds like people have started tagging your photos as soon as you started tagging them, meaning that some of the photos have tag requests on them before you got to them. It happened to me quite a bit when I put all my albums on facebook a few months back.
